Professional Career Highlights

Indian Administrative Service (1961-1996)

Chief Electoral Officer, UP (1980-1990): Organized elections including local body & Panchayat elections, in addition to holding various assignments of the state government of UP.

Secretary & Principal Secretary (1978-1990): Served in various departments including Labour & Training, Harijan & Social Welfare, Power, Science & Technology, Forests, PWD, Government Estates, Transport, Hill Development, Sports and Education. The longest tenure was three & half years in the Education department.

Government of India Deputation (1990-1995): Department of Agriculture & Cooperation, Krishi Bhavan, New Delhi as Additional Secretary, Special Secretary & then as Secretary to GoI.

Secretary, Ministry of Health & Family Welfare (1995-1996): Served until retirement at the age of 58 years.

District Administration Experience

District Magistrate in four districts of UP - Hardoi, Raebareli, Saharanpur & Meerut (1968-1973). Previously served as Joint Magistrate, Meerut (SDM Hapur) & SDM Lalitpur, district Jhansi UP. Also served as Area Organizer SSB, Chamoli at Joshimath (1965-1968).

Post-Retirement Contributions

  • REACHA Founder (1992): Set up this voluntary association dedicated to promoting work culture of directive principles of Indian Constitution, rainwater conservation, energy conservation, comprehensive rural development, child education, population stabilization & "health for all".
  • Disaster Management (1998): Honorary Chairman of High-Powered Committee by GoI to prepare disaster management plans for the country, states & districts.
  • WHO International Review (2000): Member of international review committee for disease prevention & health promotion programmes worldwide.
  • Planning Commission Task Force (2000): Honorary Chairman for Xth Five Year Plan guidelines on Rainwater Conservation & Natural Resources Management.
  • Kendriya Vidyalaya Sangathan (2001): Honorary Chairman of Review Committee for educational management.
  • India Literacy Board (2000-2006): Chairman, Literacy House, Lucknow for two terms.
  • Uttarakhand Contributions: Chairman of Administrative Reforms Commission (2006) and Managing Committee of Uttarakhand Red Cross Society.
